Abstract: Book. Grazie ad una stretta collaborazione con la quasi totalità di Amministrazioni regionali ed Enti locali territoriali, l’Isfol ha avviato dal 2003 una sistematica attività di osservazione di fenomeni, dinamiche e interventi in atto sul tema “prolungamento della vita attiva”, finalizzata non solo a individuare e analizzare misure e progetti a favore dei lavoratori adulti nel mercato del lavoro ma anche a favorire la diffusione dei modelli più efficaci di policy realizzati in ambito regionale locale. Il volume raccoglie i risultati dell’attività di ricerca Isfol sugli interventi finalizzati al mantenimento e reinserimento dei lavoratori senior nel mercato del lavoro e alla loro valorizzazione professionale, realizzati tra il 2007 e il 2009. L’obiettivo generale dell’indagine era quello di fornire materiali utili alla definizione delle politiche a supporto del prolungamento della vita attiva, anche al fine di contribuire al disegno di una futura strategia nazionale per l’active ageing. The general purpose of research on regional and local interventions aimed at improving the position of senior workers in the labour market is to support the definition of a national plan on active ageing, as in the intention of the Italian Government. This publication presents the outcomes of a survey that is part of an effort for the development of a structured system for the observation of interventions on the issue and their dynamics, as well as for the dissemination of most effective intervention models and regional best practices. The research department on working systems at the Italian Institute for the Development of Vocational Training of Workers (ISFOL) started, in close collaboration with most Italian Regions and regional employment agencies, a systematic research activity for the identification and analysis of measures and projects aimed at preventing senior worker retirement and unemployment since 2003. The findings of this research activity led to the presentation of several initiatives focused on senior workers, mainly carried out by Regional Governments or local territorial agencies, such as policies for information, vocational training, career guidance, and work placement. The study reveals that, compared to those of other EU Member States, Italian national policies for senior workers are still in a development stage; in particular, they are not integrated within a comprehensive framework allowing the identification of a policy mix consistent with local labour market features and needs. It is suggested that, in line with the indentified priorities, information gathering on senior workers’ employment conditions and related policy initiatives is continued and further developed, even more so in view of the gradual increase in the risk of unemployment and labour market exclusion that senior workers are likely to face as a result of the ongoing economic crisis.
